Electric truck incentives
Hybrid and Zero Emission
The California Air Resources Board’s Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is set to reopen September 9, 2025 on a first-come, first-served basis. Incentives range from $7,500 to $160,000 per vehicle, depending on weight class (Class 2b–8, 8,501–80,000 lbs), with no scrappage required. Previously reserved vouchers will be added back and released this summer, offering a valuable opportunity for fleets to secure funding.
Invest Clean
South Coast AQMD’s INVEST CLEAN is a multi-measure, zero-emission incentive initiative funded by a $500 million U.S. EPA grant to accelerate the decarbonization of Southern California’s freight and logistics sector. The program offers incentives for Class 4–8 battery electric trucks, cargo handling equipment, heavy duty charging infrastructure and battery electric locomotives. Applications for the Battery Electric Freight Vehicle Deployment Incentive Program are now open and due by November 28, 2025.
Carl Moyer
South Coast AQMD’s Carl Moyer Program offers funding for the replacement of Class 4–8 vehicles (14,001–80,000 lbs). Incentives cover 50–80% of eligible costs, depending on emission reductions, technology type, vehicle usage, and the age of the scrapped engine. Scrappage of an existing vehicle with an engine model year between 2010 and 2019 is required to qualify.

WAIRE Program
Rule 2305 – WAIRE Program is an indirect source rule that regulates warehouse facilities to reduce emissions from the goods movement industry. Rule 316 establishes fees to fund Rule 2305 compliance activities. Rule 2305 applies to warehouses with at least 100,000 square feet of indoor floor space in a single building.
